Abstract:

Deinstitutionalization promotes the removal of usersasylums with the support of the Psychosocial Care Network (RAPS), which has the Psychosocial Care Centers (CAPS) as its base. One of the main current impasses is the emergence of private/religious institutions that re-update the asylum model. To analyze what leads to neoinstitutionalization in these spaces, an ethnography was carried out on nine casesfour CAPS of the three RAPS in the city of Rio de Janeiro, through readings of medical records, interviews with the patient, family members, CAPS technicians and managers and of the institution. These users were institutionalized despite the support of the CAPS, being ed for the research due to the diversity of characteristics, territories and institutional destinations that could be investigated trough their cases. It was concluded that neo-institutionalization is motivated by different factors: crisis, asylum imaginary, disarticulation and precariousness of intra- and intersectoral networks, reduced teams and insufficient number of territorial services, institutionalization of CAPS, low crisis reception capacity, family overload and expectations on the family, lack of regular support for family members and housing projects for users whose caregivers have died, aged or become ill.
