Abstract:

The Covid-19 pandemic in Brazil has reached alarming levels. In the city of Rio de Janeiro, it found a scenario of dismantling Primary Health Care (PHC) in the midst of a political crisis, which had a big impact on the most vulnerable territories. The aim of this study is to analyze how the favelas and PHC teams organized themselves to develop community actions, occupying spaces left by the lack of other public policies. The results are part of the multicentric qualitative research “Strategies for approaching subjective and social aspects in Primary Care in the context of the pandemic”, public guiding documents and 36 in-depth interviews with PHC workers and users, were analyzed and categorized into interpretive grids. As a result, it was observed that there were co-management initiatives by PHC workers and users,the emergence of organized collectives and social activism, to face the pandemic, regardless of the regulations of the Municipal Health Department and other government bodies. The APS presented itself as the only public facility in highly vulnerable territories, armed violence was present even during the pandemic.
