Abstract:

The aim of this study was to verify how the Union of South American Nations (UNASUR) is concerned to ensure democracy and participation in the construction of health policies. The study sought to explain the meaning of health democracy and its importance for the implementation of the right to health. The concern is that the definition of these policies on the block should be in line with the interests of its citizens, in order to identify the ethical actions of States in international relations. It was analyzed the constitutive documents and resolutions on the health policies of this bloc and were found statements with objectives and principles on democracy and citizen participation, however, the institutionalization of mechanisms that operationalize participatory democracy in health was not identified.
