Abstract:

This is an integrative review of the literature, which aimed to identify evidences on the performance evaluation of tuberculosis control programs within the Brazilian and the Spanish context. We selected materials produced in Brazil and Spain, indexed in data basis, search directories and virtual libraries, published from 2002-2013. A total number of 17 materials (9 Brazilian and 8 Spanish) were included for analysis. We sought to identify program evaluation concepts, methodologies and indicators for TB control programs evaluation in both countries. In the Spanish context, we identified concern with results-oriented management and the attempt to develop broader indicators for the assessment of several health programs, including those related to tuberculosis control. The Brazilian references showed greater proximity to the classical methods of evaluation research, and a greater variety of study objects regarding the activities expected in a control program. The findings highlight the complexity of program evaluation activities, which involve multiple and diverse stakeholders, and point out to the need for integration of epidemiological and operational indicators, as well as suggest the use of a range of concepts for the interpretation of data related to tuberculosis control performance.
