Abstract:

The objective is to carry out a comparative analysis of the implementation of PHC in nine South American countries. Based on documentary sources, three dimensions were highlighted: political commitment, leadership, and governance; model of care; engagement of communities and other stakeholders. The results indicate the existence of a formal commitment that places PHC at the center of efforts to achieve universal access. Revitalization processes are observed in the public subsystems, based on the guarantee of preventive, promotional, healing and rehabilitation actions; APS as first contact services; family and community focus; assigned population and territory; multi-professional teams, and, in some cases, emphasis on interculturality expressed in the concept of \"good living\". The PHC revitalization processes were affected by political changes. Between advances and setbacks, it was not possible to overcome the coverage segmentation. The current moment is for the rescue of more inclusive and broad public policies, in the context of recompositing of the progressive and democratic camps. Disseminating country experiences can contribute to the development of a comprehensive, integrated, and quality PHC approach in the Region.
