Abstract:

The scientific production on resilience in health reveals a great debate around its concept, dimensions and applications, in addition to criticisms such as the distancing of studies that deal with this topicthose dedicated to analyzing the Brazilian Health Reform Movement (MRSB). The objective of this article is to bring studies that deal with the resilience of health systems closer to those that are dedicated to analyzing the MRSB, with a view to also incorporating political analysis into a study of resilience in health. It adopts a qualitative perspective, initially dealing with a brief review of the literature on resilience, deepening its dimensions in the health systems and the Unified Health System (SUS), and then identifying the critical situations in which the MRSB operates, forming a study of case of the political action of this movement as a condition for the resilience of the SUS. The results point to different moments in which the presence, organization and collective action of the MRSB were crucial to increasing the resilience capabilities of the SUS, as this actor was a fundamental component in the construction and maintenance of the SUS,its formulation, through resistance to its dismantling, even its capacity for learning and innovation, as well as responding to institutional and epidemiological crises.
