Abstract:

The aim was to characterize the role of primary health care (PHC) in caring for users with COVID-19, identifying facilitators and constraints for the response of PHC teams in dealing with the pandemic. A cross-sectional study was conducted with a representative sample of Brazilian primary health care units (UBS) in the form of a survey. 907 UBSthe five regions of the country participated in the study. Data collection took place between July and November 2021, through an online survey. The results show that UBS in the South and Southeast regions had better conditions for dealing with the pandemic in terms of protective equipment and communication structure, while UBS in the North and Northeast regions had better performance in health surveillance actions, educational activities, active contact tracing, case monitoring, and notification in the influenza-like illness surveillance system. The COVID-19 vaccination process was taking place in 70% of UBS nationwide, 28% had to suspend first dose vaccination due to a lack of vaccine, and 25% had to suspend second dose vaccination. It is concluded that Brazilian PHC performed an important role in dealing with the pandemic despite the difficulties arisingthe absence of a national coordination.
