Abstract:

Strenghtening primary health care has been a core strategy for the building of the Brazilian Health Care System. Recent guidelines issued by OPAS and the Ministry of Health highlight the role it has played as a communication thematic network center, a regulating agent for the access and use of services required by health care integrality. Sponsored by Fapesp, the present study considers the possibilities of the primary health care network exerting such a strategic function. Life narratives involving 15 users of health care services on a highly regular basis were produced in two cities of the region known as ABC Paulista. These narratives adopted the Family Health Strategy for the organization of primary health networks. The study presents three main findings: The primary health care network acts as a SUS’s front line by producing values of use even for high complexity service users; The primary network is perceived is a place of simple things; there is a shared impotence between users and teams when it comes to the network functioning as care coordinator, indicating how it does not gather material conditions (technological, operational, organizational) as well as symbolic conditions (values, meanings, and representations) to be in a central position in the coordination of health thematic networks.
