Abstract:

This is a comparative analysis of the Ministry of Health's (MoH) investments in women's health research during the period of enactment of the two main public policies for women's health since the turn of the 21st century: Política Nacional de Atenção Integral à Saúde da Mulher (PNAISM) and Rede Cegonha (RC). Based on a survey of the federal government's official databases, it’s considered the funds allocated by the Ministry of Health to research in the area of women's health in the country, over the 5 year period of implementation: for PNAISM, from 2004 to 2008; and for RC, from 2011 to 2015. The volume of funds allocated to women's health in the two periods totals R$20 million. Between PNAISM and RC there was a reduction in both the amount of funding and the amount of research supported, indicating a significant disinvestment in the area. The sub-themes most favored with funding were those related to the pregnancy-puerperium cycle. Since 2011, the child and adolescent health sub-agenda stood out significantly compared to women's health, attracting three times as much funding. The study shows that the allocation of resources for research is marked by the dispute between maternal and child health and comprehensiveness, in line with the scope of each of the policies analyzed.
