Abstract:

The study aim to know who are the municipal health managers and practices performed within the scope of management. It has a cross-sectional design. The methodology involved sending an electronic questionnaire to the health secretariats of the 497 municipalities in the state of Rio Grande do Sul (RS). Of these, 297 returned (59.75%). However, only the questionnaires with more than 50% of valid answers (n = 264) were considered in the statistical analysis. The analysis was based on the calculation of the variables distribution and within chi-square tests, the population size was considered independent variable. The majority were women, with high schooling and different backgrounds, mean age of 43.76 years, white. The average health expenditure was ≈20% of revenues. There was a consensus on the lack of resources. As regards population size, 79.92% had ≤ 20,000 inhabitants. Significant differences were observed in the management of municipalities of different sizes, both in priorities and in difficulties. The study allowed to know partially the municipal management reality. Moreover, the results suggested the need for new researches about management feminization, evaluation of work processes and impacts of the austerity policy.
