Abstract:

Crises are exceptional events that alter the structural arrangements under which the street-level bureaucrats (SLBs) normally operate, generating insufficient resources, suspension of rules and routines, and alteration of work practices. These characteristics highlight the importance of the space for discretion, since quick decisions need to be made in a context crossed by unpredictability. In this article, we analyze the impact of the COVID-19 pandemic in Brazil on the discretion of health workers in primary health care (PHC). Therefore, the aim of the article is to understand which factors impacted the discretion of SLBsPHC, examining organizational, emotional and scientific aspects. To this end, we analyzed dataa survey, with open and closed questions, of 1218 professionals working in PHC in March 2021. The results show that, differentlyexpected, the discretion of SLBs does not become a panacea for the crisis. A large portion of professionals continued to operate within the rules, which demonstrated the tendency of SLBs to seek support for their actions, either by better organizational conditions, the reduction of uncertainty or scientific support.
