Abstract:

In this article I reflect on the reasons of Law 10.216/2001. I highlight the role of the Anti-Asylum Movement as a determinant for the development of the Law. I remember Dra. Nise da Silveira as the true pioneer of the Brazilian Psychiatric Reform. I situate the psychiatric reform is not hegemonic in Brazil. I alert to the complexity of mental suffering and humility necessary to anyone planning to take care of it. I remember that the principles of psychiatric reform are the same of the SUS, especially the universality and comprehensiveness of care. I reiterate the existence of international standards enshrined the rights of people with mental disorders and the necessary commitment to the duties imposed by Brazilian law.
