Abstract:

This study analyzed the implementation of the Oral Health Policy in Brazil2003 to 2014, featuring scenarios (epidemiological, labor market and use of dental services) and institutional actions of the executive in the health system components in three governments. Documental analysis of the decision-making of Oral Health General Coordination of the Ministry of Health was perfomed through of documents available in the websites of government strategic sectors as Brazilian Institute of Geography and Statistics. This study showed growth in supply and coverage of public dental services between 2003 and 2006 and certain maintenance in subsequent periods, 2007-2010 and 2011-2014. There was expansion of financing, infrastructure and human resources. The funds transferred to states and municipalities spent 83.4 million in 2003 to 916 million in 2014, increase 10.9 times in the period. However, the use of public dental services was stabilization of 29.7% in 2003 to 30.7% in 2008 and the private dental services utilization was increased of 64.4% in 2003 to 74.3% in 2013. The dental health care model was the least addressed in three governments, constituting a gap affecting the results requiring adoption of further measures by managers.
