Abstract:

Regional Health Planning is a hierarchization strategy for health services that allows actions and services decentralization. Nonetheless, there are some challenges to implement regional health planning. Difficulty in service coordination, in different regions and with different municipal management structures, in order to meet population health needs with right quality and cost, is one of the challenges. In this context, intermunicipal health consortiums emerge as an organizational solution that allows a better coordination and integration between federative entities. Consortiums main benefits are: scale gain in public services delivery; processes and expenses rationalization; joint projects that would be impossible to be implemented if managed and funded by only one municipality. This paper aims to understand how health consortiums reach better performance in material and service purchasing processes, through a narrative literature review. The results are organized in three parts: i) public consortium definition and concepts; ii) heath consortium definition and concepts; iii) heath consortium cases in Brazil.
