Abstract:

The adoption of principles of equity and universality under the laws of sanitation sector demand discussions on innovation. The existing model was able to meet sanitary demands, but could not serve all areas of the country, leaving gaps in vulnerable areas. The universalization of sanitation requires identification of the knowledge that it will promote and model analysis adopted today, to get to the new proposition. Requires consideration of how different views on the process of restructuring are perceived and considered for the definition of public policies, especially in health, and understanding of its complexities and importance in confirming social practices and organizational designs. The article, results of a literature review from two lines of assessment practices in the industry, aims to develop the debate on organizational models and devices that can contribute to universal service in urban areas. In conclusion, we understand that accepting a particular concept or idea in sanitation means choosing some effective interventions on the network and the lives of individual users, and implies a redefinition of the space in which it exercises control and management of sewerage networks, so users who are connected are perceived as groups with different interests.
