Abstract:

The objective of this article is to investigate how public intermunicipal health consortium operate in Brazil. A qualitative documentary analysis was conducted on the content of the covenant between the consortia and the Union, available at the Transparency Portal of the Union,1996 to 2016. The results cover two categories: agreements concluded in Brazil and the content of the agreements signed by inter-municipal public consortia (CIS). The covenants signed, concentrated mainly in the South and Southeast regions, aimed to carry out actions at the regional level, thus contributing to the process of regionalization of health. However, challenges related to the process of cooperation and coordination between health management bodies still persist, mainly related to the improvement of the links between the consortium with the regional health coordinates and a deepening of the social control of these organizations.
