Abstract:

Brazil counts with a well-known ethics’ system evaluation of research involving human beings – the CEP-CONEP System, in operation for 20 years. However, its efficacy and effectiveness, have been questioned, criticized and put in check, especially in the last years. The text addresses an essay, based on the author’s experiences while being a professor in the field of bioethics, researcher and former coordinator of CEP, with the objective of critically reflect the ethics’ role as a driving force of all the steps of the research process, and discuss some impasse, gaps, and challenging questions which must be urgently considered and dealt with by the CEP-CONEP System. Questions that deserve to be permanently and critically reevaluated are discussed, to cope with countless challenges, providing a real scientific advance, linked with the social-ethics advance of science, for example: The issue of social importance of the study and its return/contribution to society; the ethical and political aspects involved in the research priorities; the advance of the basic initial appreciation and of the simple regulation evaluation; the need of valorization and recognition of the Ethics Committees’ job; the System’s discredit for the infrastructure precariousness, the post-studies cares, among others.
