Abstract:

The Covid 19 pandemic found a favorable field for its spread in Brazil. The lack of coordinated actions by the federal government, together with already weakened Primary Health Care (PHC) brought consequences for workers and users.
The aim of this article is to analyze the management and work process of the APS in facing the Covid-19 pandemic in 3 municipalities, considering the historical process of its constitution, the relationship with the SUS and APS and social activism in vulnerable territories,the perception of users and workers. . A bibliographiphical search, participant observation and 97 in-depth interviews were carried out with PHC workers and users. The results were organized into 4 axes: PHC implementation and management in the municipalities; Work process in the APS; Perception of workers and users regarding PHC and SUS; Territories, organized collectives and social activism. Workers faced an environment of fear, overload and changes in the work process, which did not prevent themresisting and reinventing their practices. Users lived with access barriers and difficulties in complying with sanitary measures, but experiences of organized collectives were found that emerged as a way of coping with the pandemic.
