Abstract:

Primary Health Care (PHC) is an important tool for reducing health inequalities in Brazil, and its resilience is related to this potential. Objective: To analyze the Day-to-Day and Crisis Resilience of PHC in 8 municipalities in the Northeast of Brazil from the perspective of Community Health Agents (CHAs). Method: Observational, cross-sectional study with a quantitative approach. A questionnaire was used with CHAs (stratified random sampling). Seven factors were identified, three for Everyday Resilience and four for Crisis Resilience, in adition to general averages. Results: The overall daily Resilience (3.17) was higher than the overall Crisis Resilience (2.97), and in general, municipalities in the interior had better resilience indicators than capitals. The factors Cotidi1-Diverse and Crisis3-Diverse showed lower values than the others, and Cotidi3-Aware and Crisis1- Aware stood out for their higher values. However, Low coverage of CHAs, low per capita PHC revenue, and urban violence may be related to the results. Conclusion: There is heterogeneity in the Day-to-Day and Crisis Resilience of Community PHCs, with better resilience indicators in interior communities compared to capitals and for Day-to-Day resilience.
