Abstract:

This article aims to understand how the cities of São Paulo state organized the coping with the Covid-19 pandemic, highlighting the role of Primary Health Care (PHC) as an analyzing element of the healthcare model. It is a descriptive quantitative study based on a survey with a probabilistic sample of 253 municipalities in the state of São Paulo in which municipal managers were interviewed through a questionnaire. Absolute (n) and relative (%) frequencies description was made after weighting according to the three population strata. The results indicate the population size as an essential analytical component. The organization made during the pandemic prioritized clinic care and flow readjustment. The prenatal care and childcare continued actions consisted in biomedical nature actions, with medical consultations. Regarding the promotion of expanded healthcare responses, the smaller municipalities, which are structured based on the PHC, performed better. Large cities, on the other hand, split healthcare and vaccination. This study concludes that intersectoral activities, community care actions, and efforts using the territorial perspective were still retracted and remains the difficulty of a PHC ordering healthcare networks and in implementing more comprehensive care models.
