Abstract:

This article aims to describe and analyze the dynamics of social participation, from the point of view of the social representations of the City Health Council of Belo Horizonte on the social control. A methodological approach was done, supported by qualitative research techniques: interviews based on semi-structured and participant observation. After three years of the survey, a documentary research took place, to check for signs of institutional reaction to minimize or even to overcome the difficulties reported. It was found out that the political institution City Health Council activated several mechanisms to improve their modes of action and organization and also the commitment of stakeholders towards this forum.
