Abstract:

Comparison is an important resource for identifying trends or interventions that improve the quality of services. Although Portugal and Spain have accumulated a relevant knowledge in the conduction of national systems oriented by primary care, the Ibero-American countries have not been the object of studies of this order. The paper presents the results of the analytical matrix of the Ibero-American Observatory of Health Policies and Systems. It discusses aspects that have stood out in the monitoring of the service systems of Argentina, Brazil, Colombia, Spain, Paraguay, Peru and Portugal, in the first decade of the 21st century. The analysis of time series of forty - five indicators that presented a greater degree of completeness, divided into social determinants, conditioners and performance were made. Three trends are common to almost all countries: increased overweight, imbalance of the trade balance in pharmaceuticals and increased spending on systems. This pattern of convergence shows the need for changes in the way to regulate, organize and provide health services with public policies and practices that guarantee integral care, including intersectoral actions and health promotion and allowing the sustainability of the systems.
