Abstract:

Social Health Organizations (OSS) are private entities which receive governments transfers for the management of public health services. The private sector active in the Public Healthcare ensured its complementary participation in the SUS in the constitution of Brazil. The history of private interests in public health and the contribution of large resources to OSS pose questions such as if the private logic remains ed in this management model. Understanding the dynamics of services offered to the population during the contracting with the OSS can help to know how the possible changes in the contracted services behave. This is a descriptive-exploratory study with a quantitative and qualitative method. Documental research was carried out with data collectionmanagement contracts. The choice for the state of São Paulo was because it was a pioneer in the implementation of SUS service management by OSS and for its economic representativeness. Medical specialties were included in 184 renegotiations (6.14%) and excluded in 187 (6.24%), while non-medical specialties were included in 26 renegotiations (2.97%) and excluded in 144 (16.44%). As for exams, 101 renegotiations (18.07%) increased goals and 60 (10.73%) reduced goals, while 6 renegotiations (1.07%) included exams and 12 (2.14%) excluded.
