Abstract:

The equity is one of the pillars of the National Health System (SUS). However, the analysis of scientific literature shows that the concept of equity is polysemic and assume many interpretations. This article has as objective to identify the meanings conferred to the equity speech of the managers of the SUS. We performed semi-structure with the subject of three municipalities in the state of Sao Paulo: Marilia, Sao Carlos and Santos. The interviews were recorded, transcribed and organized by a collective subject's discourse. In analysis results, we found three plants: Treat everyone in an equal manner; to address the unequal unequally, prioritizing the most needy, according to socio-economic condition, and to address the unequal unequally, prioritizing specific groups, the second criteria of risk. The multiple found in scientific literature was also found in the speeches. The managers recognize the equity as a SUS principal and seek prudent clinical and epidemiological criteria to justify their choices in allocating resources. There is a need for further research about the concept and the operacionalizaçao of equity and the need to hear the other actors of SUS, incorporating the actions and are jointly responsible for decisions in health.
