Abstract:

In the context of the Unified Health System (SUS), the actions and health services constitute a social right to be provided by the State and managed under the responsibility of three autonomous spheres of government, that is, the universal right to health without distinction, restrictions, and any cost. The article focuses the construction of the integrality in a hierarchical health system with the doctrinal principles of universality, equity and comprehensive care. This is a holistic multiple case study of qualitative approach based on the assumptions of the Quotidian Comprehensive Sociology, originated from a PhD thesis. It aimed to understand the construction of comprehensive health practices in the daily work of family health teams and managers of the cities from Vale do Jequitinhonha - Minas Gerais, Brazil. The study subjects were professionals from the Family Health Teams, support staff and managers in a total of 48 participants. In order to unravel the construction of the integrality, the data show that SUS is universal, but we live quota. Within its boundaries, it is difficult to maintain the right to SUS for everybody. Thus, regulation is essential to order, guide, define, optimize the use of available resources to the comprehensive care and also ensure the public access to actions and services in a timely and equitable manner.
