Abstract:

Established in 2019, the Previne Brasil Program (PBP), the current financing model for Primary Health Care (PHC) under the Ministry of Health, comprises four payment criteria. These criteria, with the exception of the population-based financial incentive, are variable and linked to municipal performance in achieving PHC indicators. The aim of this study was to assess the trend in the availability of PHC resources in a Brazilian capital. This is a quantitative, analytical, longitudinal study based on secondary informationintergovernmental transfers. Analyses were conducted using the R program, with a significance level set at p < 0.05. The results demonstrated a significant upward trend in financial transfers for funding, considering the entire period. Weighted per capita was the criterion that most impacted the funding block, remaining stable; payment for performance and strategic actions indicated a trend of significant fluctuation in monthly payments.
