Abstract:

This study aimed to analyze whether the Brazilian More Doctor Program (PMMB) included the World Health Organization’s recommendations related to the improvement of attraction, retention and recruitment of health professionals in remote and rural areas. This is a descriptive, qualitative study, based on document analysis, in order to compare the recommendations published in 2010 by WHO with the Law 12,871/13, which stated the Program More Doctors. In total, 16 WHO recommendations were systematized, for which the PMMB attended 37.5%. Some example of recommendation not included in PMMB are the lack of career development programs and adoption of public recognition strategies. Some WHO’s recommendations that were not implemented by PMMB have already been carried out by SUS before PMMB announcement, such as the National Program of Permanent-Scholarship and the inclusion of multi professional team (Family Health Strategy). The program contains innovative factors such as new curriculum for medical schools and mandatory medical service. By the other hand, the PMMB could have made more investments in the category of personal and professional support.
