Abstract:

Aiming to understand how a policy formulated at the national level is signified and reinterpreted at the local level, we have analyzed the different meanings given to the Men’s Health Policy by those responsible for implementing it. Data was collected in five major cities, each from a different region of the country, by means of narratives (6) and in-depth interviews (21) with health secretaries and health professionals, which were analyzed by the Meanings Interpretation Method. In general, the Policy is positively perceived. Among the different meanings attributed to the Policy, it is seen by some as a comprehensive health care policy guiding all care dispensed to men in Primary Health settings; on the contrary, others view it as reducing men’s health to urological problems. The policy is also associated to something vague, not instructing sufficiently how to attract men into the services and better provide for them, or with something eventual, being reduced to short events with no change in the services’ routines. The meanings attributed to the Policy guide the health professionals’ practices at the local level, and therefore its implementation, being an essential element for the policy’s monitoring and evaluation.
