Abstract:
This article analyses the effects of the Constitutional Amendment 29 in the financing of the Unified Health System (SUS) from 2000 to 2010. It sought to analyse the conduct of resources allocated by the three levels of government, the relative share of each sphere both in overall terms and for physiographic region and, particularly, the possible effects of the application of the amendment on the regional allocation of resources to the Unified Health System. The results were: significant growth of the funds invested by the three levels of government in the period, a real increase of 112% in total expenditure and 89% in the per capita expenditure of the three levels and also increase in the relative participation of States, the Federal District and municipalities in the system of financing. However, despite the increase in the application of resources, regional disparities hardly changed in terms of per capita spending.
Os efeitos da Emenda Constitucional 29 na alocação regional dos gastos públicos no Sistema Único de Saúde no Brasil
Abstract(resumo):
Este artigo analisa os efeitos da Emenda Constitucional 29 no financiamento do Sistema Único de Saúde (SUS) no período 2000 a 2010. Procurou-se analisar o comportamento dos recursos alocados pelas três instâncias de governo, a participação relativa de cada esfera, tanto em termos globais, como por região fisiográfica e, em especial, as possíveis repercussões da aplicação da Emenda na alocação regional de recursos para o SUS. Os resultados encontrados demonstram: crescimento importante dos recursos aplicados pelas três esferas de governo no período, aumento real de 112 % no gasto consolidado total e 89% no gasto per capita das três esferas e, ainda, aumento da participação relativa de Estados, Distrito Federal e Municípios no financiamento do sistema. Contudo, apesar do aumento na aplicação de recursos, as desigualdades regionais, em termos de gasto per capita, praticamente não se alteraram.
