It presents results of a qualitative study, carried out during the period of 2007-9 in three cities of the Great Florianópolis, about the work process of the family health teams. The aim was to investigate if and how the analysis of social and health reality was done and to what extend it contributed to the proposition of local actions aiming at health promotion (HP) and permanent education (PE). The results showed that HP and PE were being confused with disease prevention and continuing education, and were seldom present in the professionals’ work. Also, they showed educational attitudes and preventive view, with an education approach based on unidirectional transmission of contents. The data related to the social and health reality was not deeply analyzed, mainly related to the social reality, and did not bring about, in most cases, effective propositions for actions to promote health, and it was not worked upon in a process of permanent education. The practices of recording data by the Health Community Agents was almost only a burocratic necessity, although the health care sometimes generate educational actions. It is possible to conclude that the permanent education does not exist in these groups and its introduction can contribute to broaden the view and the action of health promotion.Keywords: Health Promotion; Permanent Education; Health Policies; Primary care.
