Abstract:

The concept of health promotion, based on social determinants, aligns with human rights principals as: social participation, accountability, transparency and non-discrimination. The Human Right to Water and Sanitation (HRtWS) was approved, in 2010, by United Nation General Assembly and Human Rights Council, and aims to ensure access to water and sanitation, without discrimination, for the whole population. Saying this, this article has the objective to analyse how human rights framework, specially, the HRtWS, can be used to fortify the health promotion of vulnerable groups. For this, it begins presenting the relationship between health and human rights, after it demonstrates how the concept of social vulnerability is based on human rights and, finally, it shows the relationship between HRtWS and the health promotion of vulnerable groups.
