Abstract:

The More Doctors Program was established in Brazil, with the goal to reduce inequalities in access to Primary Health Care. Based on various evidence pointing to a scenario of a deep shortage of physicians in the country, one of its action axes was the emergency provision of these professional in vulnerable areas, called Project More Doctors for Brazil. The present article analyzes the impact of the Project More Doctors for Brazil. in reducing physician shortage in Brazilian municipalities. For this, makes use of the Primary Health Care Physician Shortage Index, which identifies and measures the shortage in March 2013 and September 2015, before and after the implementation of the program. The results show that there was a substantial increase in the supply of primary health care physicians during this period, contributing to reduce the number of municipalities with shortage,1.200 to 777. This impact also contributed reducing inequalities between municipalities, but the distributional imbalances remain. It was also found that there was a reduction in regular physician supply made by municipalities, suggesting a replacement of this by the program supply. Thus, it remains a scenario of insecurity care, in function of the dependence of municipalities in relation to the federal provision of doctors.
