Abstract:

The article analyzes the Global Health Security Index – GHSI - in the light of national responses to the first cycle of the Covid-19. The GHSI classifies countries\' institutional capacity to address biological risks. The article examines Covid-19 pandemic data 50 countries to assess the predictive power of ISSG. The absence of the technological option of vaccination determined the pattern of diffusion of the COVID-19 in the first cycle of the pandemic in 2020.The indicators of the countries are correlated and demonstrated by descriptive statistics. The cluster agglomeration methodology groups countries according to the similarity of age composition.The main restriction that can be attributed to the GHSI concerns the privileging of biomedical variables for the measurement of institutional capacity.The article shows that the pandemic had a significant impact on countries theoretically better prepared, according to the GHSI, to control the spread of diseases and offer more access to health care in 2020. The article points out that during the first cycle of the pandemic, the health sector depended on the cooperation of governments in the adoption of social distance. The GHSI failed to consider the role of political leaders who challenge severe health risk by vetoing social distance. GHSI also ignores the demographic and adult health structure as a risk analysis variable.
