Abstract:

The article presents an approach to the collective actions of participation in municipal health councils. The research underlying it aimed to verify the performance of the council in the municipal health councils in the Metropolitan Region of Belém-PA. Used documentary survey (period 2005-2010), structured interviews and observations with counselors in sessions of meetings of the boards of the three counties. We constructed an indicator of three levels of participation based on the statutory health councils, analytical justification theory of social groups. The results indicate that the activities of the councils are marked by co-option of councilors, deliberative agenda setting by representatives of management, predominating individual interests over the interests of the directors in the collective deliberations. Concludes that such behaviors are contrary to the principles of the Unified Health System - SUS and weakens the social image of the councils, and open a new analytical perspective.
