Abstract:

The provision and inadequate distribution of health professionals, especially in remote and rural areas, are problems that occur in several countries. The “Mais Médicos Program” (More Doctors Program) has the goals of reducing the shortage of doctors and diminishing regional inequalities in health. We present a descriptive study on the allocation of physicians between 2013 and 2014, using the Ministry of Health database. There was the provision of 14,168 doctors to the 3,785 municipalities that adhered: 2,377 (62.8%) met the priority and/or vulnerability criteria and received 77.7% of physicians; 1,408 (37.2%), which received 22.3% of the doctors, did not meet the established priorities. This study presents evidence of the reduction in the shortage of doctors, mainly in the North and Northeast. In these regions lie about 36% of the Brazilian population and 46.3% of the doctors were allocated there. However, we question the introduction of an eligibility profile (“other localities”) which made it possible to allocate 3,166 doctors in 1,408 non-priority municipalities. We conclude that this fact may have hindered the ability of the Program Mais Médicos to fully achieve its objectives as a public policy aimed at reducing regional inequities of access to primary health care. Other studies are necessary to evaluate the impact of “Mais Medicos Program” implementation.
