Abstract:

The objective of this study was to identify the role of community health workers in the implementation of primary care actions in the pandemic of covid-19 in the municipality of Peruíbe (SP, Brazil). This is a qualitative case study, guided by the theoretical perspective proposed by Lipsky, according to which street-level bureaucrats play a central role in the implementation of public policies. The research tool was the semi-structured interview, conducted with two community health agents, a doctor and a nurse, and four local health managers. The analysis of the speeches made it possible to identify three dimensions of municipal action to combat the health crisis: the organization of the health system; the activities of community health workers; and the restart of primary health care routine. We concluded that community health workers played an active role in the various actions developed locally to confront covid-19.
