ABSTRACT:
This article handles the challenges of institutionalizing Monitoring and Evaluation practices within the scope of SUS - Brazilian Health System management (SUS - Sistema Único de Saúde), having as base the construction of a strategic agenda, departing from actions by the Federal Manager, in the perspective of qualifying the federative relationship. For that a summarized literature revision is presented, placing into context the current SUS management, that has as its base the Pact for Health as well as theoretical and operational aspects inherent to the practices of monitoring and evaluation. The approach related to the strategic agenda highlights the construction of technical mechanisms; organization strategies for qualifying management teams; performance of studies and research and strategic information broadcasting, processes based on the conception of seeing to the management specificities in the different spheres of management and having as base a broad cooperation process involving, besides the managers, teaching and research institutions and international organizations.
