ABSTRACTWe included only specific studies on regionalization of SUS, based on empirical results and published since 2006, already under the framework of the Pact for Health. It was shown that the process of regionalization is now a reality in all levels of government, subject a common set of challenges to the different realities of the country. Among the main problems, the regional boards are valued on innovation spaces, but still in search of overcoming bureaucratic and clientelist political culture. Regional governance is still hampered by system fragmentation, in particular, the historical deficient planning,local to strategic technology incorporation policies. The analyzes allowed imply the culture of broad privilege for political negotiation over the planning as one of the main responsible for a vicious cycle that supports technical deficiency management.
