Abstract:

This article presents an analysis of the spread of popular medical clinics in the municipalities that make up the Metropolitan Region of Belem. In search of a better understanding of the reasons and origins of the advancement of the popular health sector, it was promoted an investigation on the performance of the basic health care network of the Brazil\'s Unified Public Health System. The discussion is based on the review of primary and secondary data, captured through field work in 119 popular clinics in the Metropolitan Region of Belem and through informationBrazil\'s Unified Public Health System data center. It was found that the popular health clinics sector has benefited extensively in recent years, through the intensification of underfunding of the Brazil\'s Unified Public Health System, in particular the basic health care network, which is undergoing a process of fragmentation, responsible for the reduction and disarticulation of multiprofessional basic health care teams, in addition to the losses presented in the supplementary health sector. The popular clinics follow an unfinished and contradictory care model, created by the private initiative itself to fill the repressed demand of Brazil\'s Unified Public Health System, because access to these institutions does not guarantee universal and free care or ensure continuous treatment, which is why a large portion of these users are returned to Brazilian Public Health System.
