Abstract:

The territorialization of primary health care is an important social and political process in Brazilian health system. The Unified Health System (UHS), as called in Brazil, is a territorialized care project, organized in regionalized care networks, with command center in primary health care (PHC). For this reason, the territorialization reflects the model of care that is proposed in Brazil. However, after almost thirty years, this territorialized assistance project was not completed. The objective of this text is to reflect on the political and ideological processes of the territorialization of PHC in Brazil and indicate some reasons that explain the difficulties of perform this model of territorialized attention. Difficulties were observed in the unification of the Brazilian care model, financial constraints that play against policy around the Family Health Strategy and recent regulations that disrupt territorialized forms of work and can amplify the fragmentation of ABS in the country.
