Abstract:

The purpose of this study was to discuss the administrative sustainability of Brazilian’s Vocational Health Schools (ETSUS) under a work-education integration framework, which brings a new dimension to healthcare work still not regulated by the Brazilian public administration. This was a qualitative study using a case study methodology. The survey had semi-structured questions addressing institutional, administrative, and management of work aspects. It was administered to ETSUS’s managers. The sample was composed of 6 ETSUS that belong to the Network of Vocational Health Schools (RET-SUS). The ETSUS showed centralized planning and management, and decentralized implementation of their core activities. Most of them did not have administrative autonomy and relied heavily on funding from the federal government. According to ETSUS’s managers, the lack of regulation of teaching activities by public employees weakens the management of the ETSUS. The ETSUS have managerial problems related to the integration of work-education, which has to be regulated in order to guarantee sustainability to these schools and avoid contradictions with the Brazilian legislation.
