Abstract:

At Primary Health Care (PHC), proposed to reorient services making them more effective, achieving its effectiveness is a challenge. This paper presents an overview of studies on the improvement of effectiveness in PHC between 2010 and 2020. Of the 8369 articlesthe search on PubMed and the Virtual Health Library, 90 were ed for thematic analysis at Atlas.ti® 9.0 software. Four categories emerged: quality monitoring and assessment strategies, organizational arrangements, models, technologies applied to PHC. Studies on indicators for sensitive conditions predominated, pointing to the positive effects of institutional evaluation programs, PHC such as structuring policy, adequate workforce, measures to increase availability and digital technologies. Controversies remain over pay for performance. The expressive number of Brazilian publications demonstrates the diffusion of PHC and concern with its performance. The panorama reinforces aspects already recognized, but shows the need for a logical model to delimit what is intended to be solved in PHC, in addition to clarifying the polysemy around this concept. Other possibility would be, in Brazil, for this concept to be replaced by that of effectiveness facilitating the international dialogue on evaluation.
