THE PARTICIPATION OF USERS, WORKERS AND COUNSELORS OF HEALTH: A QUALITATIVE STUDY

Pesquisa de abordagem qualitativa que teve como objetivo analisar a efetividade e a resolutividade de ações do SUS e a satisfação de usuários, tendo como unidades de análise uma Comunidade e o Conselho Municipal de Saúde de Florianópolis. Os dados foram colhidos através de análise documental, entrevista e observação participante. As fontes de dados foram: documentos oficiais e registros de observação de campo; moradores da Comunidade (indivíduos e famílias usuários do SUS); profissionais da equipe de saúde e Conselheiros de Saúde do Município. Os resultados mostram compreensões diferentes de saúde entre os sujeitos, bem como a distância que existe entre as práticas e o referencial preconizado nas Estratégias de Saúde da Família. Em relação ao Conselho evidenciou-se deficiências na sua organização, composição e representatividade, nos encaminhamentos das deliberações, no papel do conselheiro e na sua relação com a entidade que ele representa. A participação popular e o controle social, como condições essenciais para a efetivação das propostas do SUS, ainda permanecem como expectativa e um grande desafio.Palavras-chave: SUS; Participação Social; Conselho de Saúde, Equipe de Saúde, Estratégia de Saúde da Família.
Abstract:
Qualitative approach research, whose objective was to analyze the effectiveness and the resoluteness of SUS actions as well as the satisfaction of the users, where the community and the County Health Counsel of Florianópolis were the analyses units. The data were collected through documental analysis, interview and participative observation. The sources for the data were the following: official documents and field observation record; the community residents (subjects and families users of SUS), health workers and the County Health Counselors. The study provides a fragmented dynamics among the three classes of subjects, beginning with the various different meanings one has on health and the distance between the practices and yet the referential professed within the Family Health Strategies. The counsel shows deficiencies in the following areas: the organization, referral of deliberations, the role of the counselor, and his relationship with the entity he represents, the structure and representativeness. The public participation and the social control as essential conditions for the effectiveness of SUS proposals, still remain as an expectation and a big challenge.Key Words: SUS; Social Participation; Health Counsel, Health Team, Family Health Strategy.
