Resumo:
Iniciado em 2004, o Programa Farmácia Popular do Brasil (PFPB) visa aumentar o acesso a medicamentos, disponibilizando produtos subsidiados. Estrutura-se em arranjos que envolvem os setores público e privado. O trabalho descreveu a organização e expansão do PFPB e examinou o comportamento dos valores de referência (VR) dos medicamentos pagos pelo governo, entre 2004-2012. Estudo exploratório, qualiquantitativo, desenvolvido a partir de pesquisa bibliográfica e análise de documentos públicos. Dados quantitativos foram levantados junto ao Ministério da Saúde e Sistema Eletrônico do Serviço de Informações ao Cidadão. O PFPB encontra-se organizado em duas vertentes: Rede Própria estatal, presente desde 2004, e a outra chamada “Aqui Tem Farmácia Popular” (ATFP), estabelecida em parceria com o comércio farmacêutico, que permitiu sua própria expansão, a partir de 2006. Com início em 2011, anti-hipertensivos, antidiabéticos e antiasmáticos foram isentos de cofinanciamento. Identificou-se crescimento do Programa ATFP em termos de unidades credenciadas (750%) e municípios cobertos (528%), com redução média de 33,6% no VR praticado para medicamentos presentes desde seu início. A expansão ocorreu com emprego de ações até então inéditas, como o copagamento e a ampla utilização do comércio varejista.

Abstract:
Implemented in 2004, the Popular Pharmacy Program Brazil (PFPB) aims to increase access to medicines, providing subsidized products. Is structured arrangements involving the public and private sectors. The paper describes the organization and expansion of PFPB and examined the behavior of the reference values of the drugs included in the program between 2004-2012. Exploratory study of quali-quantitative approach, developed from literature search and analysis of public documents. Quantitative data were collected in Ministry of Health and Electronic System Information Service Citizen. The PFPB organized into two parts, a state-owned delivery network since the beginning, and another, in partnership with the pharmaceutical trade, called "Aqui Tem Farmácia Popular" (ATFP), which allowed the expansion of PFPB from 2006. Products for hypertension, diabetes and asthma were free of charge, introduced in 2011. During researched strong expansion of the ATFP program, both accredited units such as municipalities covered, 750% and 528% respectively occurred. There was a mean reduction of 33.6% in the reference value practiced since implementation. The unprecedented expansion occurred with the copayment and the wide use of the retail trade.
