Abstract
This article aim to analyse Equity Promotion Policies in Health implemented by the Ministry of Health for vulnerable groups, through the Department of Strategy and Participative Management, due to race, ethnicity, gender and lifestyle markers. The three structural elements of these policies are identified: participatory management, mainstreaming and awareness / professional qualification. For the construction the article were used different documental sources: texts policies, conferences and reports, videos and minutes of councils and health committees. The results show positive aspects and shortcomings in the implementation process of these policies. Also reveal that the permanent tension between equality policies and equity policies pose challenges to guarantee the right to health of these populations. Finally, reafirm that only a democratic society these rights can be recognized and guaranteed
