Abstract:

Health surveillance carries out a set of health risk prevention actions related to the consumption of products and the provision of services under the Unified Health System. The implementation of health surveillance actions depends heavily on the federal financing policy, which is inductive of its decentralization. The objective of this paper is to analyze federal funding of health surveillance for states and municipalitiesthe scheduled transfers, in the period 2005-2012. Among the main results are the increase in per capita values, with maintenance around the average value of R$ 1.25/inhabitant/year; the increase in the number of municipalities that agreed to carry out strategic actions; and a tendency of stabilization in the percentage related to each federated entity around 50% to the Municipalities, 25% to the federated State and 20% to the Central Laboratories of Public Health. The results show that the adoption of unified per capita values throughout the country has caused distortions that indicate inequity between state territory, pointing to the need to clarify the concept of equity in financing under the national health surveillance system and to broaden the discussion on the currently used allocation criteria.
