Abstract:

Objective: The article analyzes the utilization of psychoactive drugs by youth offenders. The article also describes how the subnational public agencies have managed prescription and use of psychoactive drugs by young offenders in prisons.
Method: This article resultstwo case studies in Rio Grande do Sul and Minas Gerais. The central hypothesis of the research is that governance regime could explain psychiatric medicalization preferences. The cross-sectional data resulteda sample of medical records and interviews.
Results: The article shows the vertical governance is directly associated with high prevalence of diagnosis of mental health disorder, use of psychiatric emergency medication and psychoactive drugs utilization by youth offenders.
Discussion: These findings indicate that youth offender incarceration is producing a set of medicalization decisions in Brazil. Paradoxically, national mental health policy for young offenders proposes more cautious in relation to the psychiatric medication. National policy also argues that medication should include an ongoing assessment of the risks and benefits. Otherwise, psychopharmacological intervention can lead to multiple prescriptions without a clear understanding of their interactions and adverse effect.
