Abstract:

Tensions in different fields are found in the formulation of public policies on drugs. Justice/public safety, disputes between the paradigms of prohibition and antiproibicionismo; in the field of Health/Social Assistance, paradigm asylum and psychosocial divergently, influenced practices in mental health/alcohol and drugs. The purpose of the article is to analyze, considering these paradigms, models that have influenced public policy on drugs in the Brazilian Federal Executive. This is documentary research, which source are normatives published between 2000-2016 and analytical categories: hegemonic models, influences on the organization of services and intersectoral approach. We analyzed 22 documents. It was concluded that in health, the approach to drugs presented increment and relevance from the years 2000, the harm reduction emerged as guiding care strategy, a new ethical, clinical and political paradigm, transversal in the dialogue with the fields. It was identified the promising role of other sectors, aligned to international trends and antiproibicionismo but dissension as the model of psychosocial care and hospitalization with therapeutic communities still persists.
