Abstract:

Objective: to evaluate the stage of work management policies and education in state and municipal health secretaries (SMS and SES, respectively), with the benchmark the adherence to a program of training and organization of work management and education in the Unified Health System. Method: a descriptive, quantitative and qualitative study, developed with 519 representatives of human resources (HR) of SMS and SES, through a survey consisting of 56 questions via telephone interview assisted by computer in 2012. The answers were processed in bank computerized and the data processed by descriptive statistics. Results: were identified changes in professional training, in implementation of career and salary plans and in negotiation processes; on the other hand, did not show a progress related to financial and budgetary autonomy of the work management area and health education. Conclusion: there has been progress in incorporating innovations in management in SES and SMS from the managers training process and financial induction. There is need for monitoring and periodic evaluation of the implementation of work and education policies aiming the strengthening these policies, correction direction and implementation of innovative actions.
