Abstract:

The Brazilian Federal Constitution of 1988 introduced the Continuous Provision Benefit (PBC) allowing the inclusion of people with disabilities. A descriptive study was conducted with aggregated municipal data about the temporal and geographic distribution of the incident cases of microcephaly related to the Zika virus in Brazil and data of the BPC concessions to children diagnosed with microcephaly (ICD Q02). Data on the demand and the supply of BPC for children with microcephaly are presented since 2009. Incident cases of microcephaly and/or central nervous system disorders were obtainedthe Ministry of Health and totaled 2,366 confirmed casesJanuary 1, 2015 to December 31, 2016. The historical series of the BPC granted2009 to 2016 was based on datathe National Institute of Social Security and showed, until 2014, a baseline with an average of 200 annual benefits for children younger than 48 months with microcephaly (Q02). In 2016 the concessions increased eight times, reaching 1,603 benefits granted to children residing in 731 municipalities, of the 27 States. The Northeastern Region accounted for 73% of the BPC granted, but still this represented less than 65% of the demand for incident cases. The implementation of the integrated referral system, including active search, should be strengthened to guarantee access to all children entitled to BPC.
